Anthony is an incorporated town in El Paso County, Texas, United States. As of July 1, 2018, the population estimate for the town from the U.S. Census was 5,655. The town was laid out c. 1881, when the Atchison, Topeka and Santa Fe Railway was extended to that point. It is located at 31°5941N 106°3551W (31.994626, 106.597612). The town has a desert climate, with a high degree of diurnal temperature variation due to the relatively high elevation and aridity. The majority of Anthony's drinking water comes from wells near the Rio Grande. Anthony has approximately 23,000 acres (93,000 m2) of parks along the southern end of Omar Street. Anthony, New Mexico, borders Anthony, Texas to the north. The mayor and aldermen are elected positions held for alternating two-year terms. Current mayor of Anthony is Martin Lerma. The current Mayor of Anthony, NEW Mexico is Diana Murillo-Trujillo. The Town of Anthony was incorporated on July 5, 1952. They are often considered twin cities, though Anthony, N.M., became incorporated as a city on June 1, 2010. The city of Anthony has a mayor/Aldermen system, and there are five Aldermen representing the Townspeople. The water treatment plant provides the drinking water and sewage treatment for Anthony and the surrounding area.

History

Anthony is the primary city name, but also Vinton are acceptable city names or spellings. Anthony was laid out c. 1881, when the Atchison, Topeka and Santa Fe Railway was extended to that point. It was named after Anthony, the son of the town's first mayor, who died in 1881. Anthony was named for Anthony, who was killed in a car accident in 1883. The town is located in the U.S. state of Kansas, near the town of Topeka. It is the site of the city's largest public park, the Anthony Park, which opened in 1882. The park was named in honor of Anthony, a former mayor who died there in 1884. It has a population of about 2,000, with the majority of its residents living in the Topeka area. It has a total area of 6.5 square miles (17 km²), of which 6.4 square miles is land and 0.04 sq miles (0.10 km²) is water. The town is located in the Rio Grande Valley, which is the largest river in the state. The city has a population of 2,816. It was incorporated as a town on July1, 2010. The U.S. Census Bureau estimates the town's population at 2,071. It also has a land area of 0.10 square miles, or 0.31 square miles. The area is mostly desert, with high elevations and low aridity, making it a hotbed for desert fires. The climate is dry and arid, with temperatures ranging from 50 to 80 degrees Fahrenheit (18 to 25 degrees Celsius) in the summer. In the winter, the temperature drops to 40 degrees F (12 to 20 degrees C).

Demographics

As of the 2020 U.S. census, there were 3,671 people, 1,412 households, and 1,090 families residing in the town. The racial makeup of the town was 77.79% White, 3.87% African American, 1.32% Native American, 0.21% Asian,0.03% Pacific Islander, Hispanic or Latino of any race were 82.78% of the population. About 22.7% of families and 25.9% of residents were below the poverty line, including 34.4% of those under age 18 and 29.6% ofThose age 65 or over. The town has a population of 3,850, with 684 households. The population density was 592.5 people per square mile (228.7/km²). There were 722 housing units at an average density of 111.1 per squaremile (42.9/ km²). The town is located in the eastern part of the state. It is located on the New Mexico Turnpike, which is the state's only major north-to-south highway. It has an average elevation of 2.7 miles (4.7 kilometers) and a population density of 592 people per mile (227.7 per km²) The town's population is spread out, with 20.7%. under the age of 18, 12.7. from 18 to 24, 41.9%. from 25 to 44, 18.1% from 45 to 64, and 6.6%. under 65.

Town government

The Town of Anthony was incorporated on July 5, 1952. The town uses a Mayor/Aldermen system. The mayor and aldermen are elected positions held for alternating two-year terms. Current mayor of Anthony is Martin Lerma. The Anthony water treatment plant is located at the southern end of Omar Street and provides drinking water and sewage treatment for the town. The majority of Anthony's drinking water comes from wells located near the Rio Grande. This courtroom hosts the Anthony Town Hall meetings, voting, police meetings, and other events. It is also the location of the Anthony Municipal Court Room, which houses the Anthony Police Department and Town Clerk. The Town Clerk's office is also located at 401 Wildcat across from the Anthony Independent School District Complex. There are five Aldermen representing the Townspeople. Currently there are five people serving on the Anthony Alderman's Council. The Council is made up of three men and three women. The Mayor and Alderwomen are elected for two year terms. There is no mayor or alderwoman for the position of police chief. The Police Department is responsible for patrolling the streets and parks. The Clerk of the Court is the head of the town's public safety department. The Water/Sewer Department provides the town with drinking and sanitation services. The Municipal Court is located in the Town Hall and houses the Town Clerk and the Town Attorney's Office. The Court Room is the home of the Town's Municipal Court. The City of Anthony has no police or fire departments.

Parks

Anthony has 23 acres of developed parks and 45 acres of undeveloped park land. The park land is currently divided into three parks. All parks are closed from 10:00 PM to 6:00 AM. The Town of Anthony secured a large Texas Parks and Wildlife Department grant (approx: $780,000) in early 2007 to increase the size of Henry Miramontes Park. Projected improvements include an additional baseball field, parking area, jogging paths, nature walks, a skate park, and much more. A large section of bare desert land on the north side of Antonio Street near the 1400-1600 block is designated to become a soccer field complex with at least 4 fields and home to the Anthony Desert Rats soccer team. The team has yet to be formed and organized. An artist's rendition can be seen posted on the town's web site. The baseball park is named after Anthony Police Department's only officer killed in the line of duty. Most of the park is open and grassy with a few shade trees and benches. The northeast section is fenced in with a dirt road which can be used during open hours to drive in and park. It is often rented by citizens and organizations to host large events such as car shows, birthday parties, family reunions, and company outings. During the winter months the trees are decorated with lights. At the east end of the parks there is a flag pole beside a large metal sign which reads "Welcome to Anthony" in red letters facing to the east towards Interstate 10.

River walk

The path is closed to all forms of motorized travel, including ATVs. The levee is not part of the public use portion of the path, and persons found on the levee can be charged with trespassing. Fishing is allowed from the bank with a Texas Parks and Wildlife Department-issued fishing license. Discharging of firearms is prohibited by Anthony municipal code, so hunting is not permitted. The path can be accessed under the Vinton bridge and ends at the New Mexico/Texas state line. The area within the levees is administered by the U.S. Section of the International Boundary and Water Commission (USIBWC) The path is open to bicyclists, joggers, walkers, fishers, bird watchers, runners, and other outdoor enthusiasts. It lies between the river and levee in Anthony, New Mexico, on the eastern side of the Rio Grande. It is also open to pedestrians, cyclists, and runners on the western side of Rio Grande in San Antonio, Texas. It was built in the early 1900s as a way to connect the two sides of the river. It has since become a popular hiking and biking route in the town of Anthony, Texas, along the eastern border of New Mexico. It also serves as a trail for the city of Vinton, Texas on the Texas-New Mexico border. It can be reached by walking along the river from Vinton to the Texas/New Mexico state line, or by taking a ferry to Vinton.

Leap Year Capital of the World and Worldwide Leap Year Birthday Club

Anthony, New Mexico, was declared the Leap Year Capital of the World in 1988. The town's Chamber of Commerce has hosted a leap year festival since 1988. Members of the club have come from as far away as Europe to celebrate the day. The city's post office has been designated a "Leap Year Station" for the event. The mayor of Anthony, Texas, has been the mayor of the town for the last 20 years. The Leap Year Birthday Club has more than 400 members, many of whom travel from all over the world to celebrate with the town. The U.S. State Department has also been a sponsor of the event since it was first held in 1988, with the goal of making it a worldwide event. It is the only place in the world where people can celebrate the leap year on the first day of the year. It has been called the "World's First Leap Year Festival" since it began in 1988 and has attracted more than 100,000 visitors since then. The event is held on the same day every year as the New Year's Day holiday, January 31. The date is chosen by the town council to honor the first person born on leap year. The first person to be born on the date of the first leap year has been awarded the title of "leap year mayor".

Education

The Anthony Independent School District (AISD) serves Anthony, Texas. AISD consists of three campuses (Anthony Elementary, Anthony Middle, and Anthony High) and a district central office. The mascot for the school is Wildcats and the school colors are Columbia blue, red, and white. The students of the elementary and middle school campuses are required to wear uniforms. El Paso County is within the official service area of El Paso Community College. The school district is part of the Texas Department of Education and the Texas State Board of Education. The district's mascot is the Wildcats and its colors are blue, white, and Columbia blue. It is located in the town of Anthony, which has a population of 3,000. The elementary school is located on the east side of the town and the middle school is on the west side. The high school is situated on the north side and the high school on the south side. Each campus is within walking distance of the others and the central office is located between the elementary, middle and high schools. It has a mascot of the Wildcats, which is a cross between the school's colors of Columbia blue and red. It also has a school colors of white, blue, and red, which it uses for its school colors. It was founded in the early 1900s and is the oldest school district in the state of Texas. The current superintendent of the school district was first elected in 1998. Government and infrastructure

Federal Correctional Institution, La Tuna (FCI) is a Federal Bureau of Prisons facility in Anthony, New Mexico. Inmates helped build some of the Anthony municipal parks and regularly assist in the day-to-day maintenance of the town government facility. The U.S. Postal Service operates the Anthony Post Office in nearby Anthony. The prison is located on the former site of a former cattle ranch. It is located in the town's downtown area, near the intersection of Interstate 40 and I-40. It was built in the 1950s and 1960s as a federal prison for federal inmates. It also houses some of New Mexico's most notorious drug offenders, including El Chaparral, who was convicted of drug possession and sentenced to life in prison in 2007.
